FARGO, ND. (KFGO AM) -- KFGO News has learned the Minnesota DNR has sent a letter to the FM Diversion authority raising questions about the legality of its plan to build a ring dike to protect Oxbow, Hickson and Bakke subdivisions south of Fargo.
The DNR says the $65 million ring dike cannot proceed until an environmental impact study is completed.
Lawyers for the Diversion Authority are reviewing the letter and preparing a response.
The Diversion Authority authorized the ring levee plan last May.
